Solution
We ran a discovery of workloads, data flows, and contracts, then defined a target architecture (primary cloud for compute and data, secondary for DR and specific services). We migrated critical paths in phases, automated provisioning with Terraform, and set up cost controls and tagging so every team could see their usage. New regions now go live in days, not months.
